Ne touchez pas à la Corée du Nord!

Hands Off the DPRK!

Hands Off the DPRK!

In the last 24 hours, the monopoly media has been filled with expressions of alarm from the biggest military powers led by the U.S. since the announcement by the Democratic People's Republic of Korea (DPRK) that it had successfully conducted a nuclear weapons test using indigenous technology.

The Bush administration in particular has been the most vocal in appealing for sanctions by the international community against the DPRK. It is reported in the monopoly news that John Bolton, U.S. Ambassador to the UN, is putting together a 13-point resolution to bring before the Security Council urging further economic and political sanctions against the DPRK.

Bolton stated that the U.S. will be working "24/7 to get the resolution through." However, the entire issue is being presented in the monopoly media to disinform people as to the truth of what the historical
experience has been on the Korean peninsula so that they have difficulty distinguishing between right and wrong, what is just and what is unjust in the situation.

Every nation has the right to defend itself against a military invasion and to take whatever measures necessary to secure its independence and sovereignty against aggression. While it is not in the interests of the world's peoples or of the cause of peace that nuclear weapons are being manufactured and stockpiled around the world, any nation which holds its independence and sovereignty dear and wishes to exercise its right to self-determination must take whatever steps necessary, including acquiring nuclear weapons as a deterrent to military aggression. This the DPRK has done. The DPRK has stated clearly, as recently as October 3, that its nuclear weapons program is not intended for aggressive purposes but only as a deterrent to the constant danger of a military attack by the United
States.

The U.S. military presence has been a threat to peace and security on the Korean peninsula for more than 60 years, since the division of the nation following the Second World War. It is the U.S. that introduced nuclear weapons into the Korean peninsula, in violation of the Armistice Agreement that ended the Korean War in 1953. The Armistice Agreement itself did not contain a guarantee of peace but only a temporary suspension of hostilities. Facts show that the U.S. suffered defeat in the Korean War.

Its true aim in agreeing to an armistice was to maintain its strategic foothold in the region by keeping the Korean nation divided and by repeatedly provoking tensions with the DPRK. To this end, the U.S.
military and its allies have regularly enacted threatening military exercises in and around Korea in preparation for an invasion. In recent years, these war games have included a simulated nuclear attack on the DPRK.

When the Non-Proliferation of Nuclear Weapons Treaty (NPT) was first signed in 1970, it was the hope of all peace-loving people that the NPT would lead to nuclear disarmament and a safer world. The non-nuclear states that signed the treaty, now more than 180 of them, agreed to restrict their use of nuclear technology to peaceful purposes on the understanding that the states with nuclear weapons would live up to their obligation to abolish their nuclear weapon stockpiles. Unfortunately, the sincere hopes of the world community have not been realized. The International Atomic Energy Agency (IAEA) has carefully scrutinized the technology of every non-nuclear signatory to the NPT but the nuclear states have largely been treated with kid gloves. To the contrary, the NPT has been used as a bludgeon by the nuclear powers to maintain their monopoly of nuclear weapons to use against any threats to their interests.

The U.S. itself is not only the leading producer of nuclear weapons in the world, it has stationed an estimated 1000 weapons with nuclear warheads in south Korea and in the surrounding waters. It has also placed nuclear missiles in and around Japan in violation of that country's "Peace Constitution," all in violation of the NPT.

The DPRK adhered to the NPT in the 1990s in the hope that their joining would help avert the nuclear threat posed to it by the U.S. Instead, IAEA officials in the DPRK on monitoring missions were in fact spying on the DPRK's defences and passing this information to the U.S. imperialists. The DPRK also entered into an Agreed Framework directly with the U.S. in 1994 by which the two countries agreed, among other things, that the existing nuclear reactors in the DPRK would be shut down and replaced by "light-water reactors" to be built by a consortium led by the U.S.. The stated aim of the Agreed Framework was to re-establish normal economic and diplomatic relations between the DPRK and the U.S. However, from the beginning, the U.S. did not live up to any of the terms of the agreement.

The U.S. deliberately acted to create an energy shortage and economic hardship in the DPRK by irregular delivery of the fuel oil which it agreed to supply to compensate for the loss of nuclear energy from the closed reactors; it kept in place its global economic blockade against the DPRK and issued A Nuclear Policy Review claiming that the DPRK was one of the countries against which it might have to consider using nuclear weapons.

Because of the negative experience with the IAEA and also the virtual abandonment of the Agreed Framework by the U.S., the DPRK took the justifiable step of withdrawing from the NPT. The treaty gives any member state the right to withdraw where the "supreme interests" of the nation are jeopardized.

In the face of these treacheries on the part of the U.S., the DPRK has developed its military capability to defend its sovereignty and independence, as any nation is entitled to do. Its international relations
>> have been conducted with the same principled aim, in the face of hostile responses from the world's largest nuclear power. The DPRK, along with the rest of peace-loving humanity, has expressed the wish for a world without nuclear weapons but, in the face of a real and persistent threat of war,  they have pursued the path of creating an effective deterrent in self-defence. U.S. President Bush claims that, in doing so, the DPRK has "defied the will of the international community," but that is a hypocritical and hollow accusation coming from the world's most criminal regime and worst nuclear offender.

Any sanctions imposed on the DPRK by the U.S. or any other nation on the former for building a deterrent to war would be unjust. Should the UN Security Council be abused to pass crippling sanctions against the DPRK as it did to Iraq for 12 years prior to its invasion, such a move must be condemned. The aim of the U.S. is to heighten tensions and not favour a peaceful solution to the problem. Only a principled stand which opposes the continued U.S. presence in the south of Korea and its claim to have the right to carry out "regime change" and "pre-emptive nuclear strikes" will be conducive to the cause of peace and justice.

TML calls on all peace and justice loving people of Canada and the world to vigorously oppose the escalating threats and provocations against the DPRK and to actively support the just stand of that country in defense of independence, sovereignty and peace.

Hands off the DPRK!

Peace Must Be Won By Struggle
Rodong Sinmun, September 28, 2006 -

On September 28, Rodong Sinmun, the newspaper of the Workers' Party of Korea, carried an editorial on humanity's struggle for peace. It stated:

It is a common demand of humankind and a pressing task of the times to ensure peace. The progressive and democratic forces of the world must turn the 21st century into a century in which the independent demand and desire for peace of the popular masses is realized, not a century in which the imperialist forces of aggression ride high and mighty.

Peace is the universal idea of humankind because it embodies the intrinsic demand of humankind and it is a highly important task of humankind to avert aggression and war and defend peace in the present era. The world's peace-loving peoples are the driving force in the struggle to defend peace. Peace is not presented by anyone nor is it guaranteed spontaneously. Still less do the imperialists present, or can they present peace in view of their aggressive nature. Peace can be guaranteed only when the peoples of all the countries who treasure independence and love peace turn out as one in a relentless fight against the aggression and war provocations of the imperialists.

Unity is what brings victory to the struggle for peace against war. It is a truth of history and a bloody lesson drawn by the people that disunity means defeat and unity means victory in the struggle against imperialism.

Differences in ideas, ideology and systems must be set aside in achieving the unity in action of the world's peace-loving forces; all the countries and peoples of the world interested in peace must be involved in the struggle to defend peace. The anti-war struggle is the key to world peace at the present juncture and its main target is the United States. The U.S. imperialists are the chieftains of aggression and war and the very wrecker of peace in the 21st century. A war can be prevented and world peace and security be guaranteed only when all the countries and peoples worldwide
desirous of independence and peace fight determinedly against the aggression and war moves of the U.S. imperialists. The peoples of all countries worldwide should raise their voices against war and U.S. aggression and bind it hand and foot so that it does not cause war as it likes.

A peaceful climate must be created and the human cause of peace be accomplished sooner than later when blows are dealt to the aggression and war moves of the U.S. imperialists everywhere in the world and they are disarmed and defeated.

The Korean people will, together with all progressive humankind, resolutely fight against aggression and war plans of the imperialist forces, holding aloft the banner of peace, and thus make a sizable
contribution to the human cause of peace.

Smash the U.S. Imperialists' Moves for War
Rodong Sinmun, September 28, 2006 -

The newspaper of the Workers' Party of Korea Rodong Sinmum called for the people of Korea to prevent a war and defend peace on the Korean peninsula by checking and frustrating the U.S. moves for a war of aggression. The articles says:

It is an urgent and important task of the nation to prevent an impending war and defend peace in the country today when the Korean nation is exposed to the threat of military aggression by foreign forces.

No member of the nation can remain an onlooker to the present grave situation in which the U.S. imperialists are getting frantic in their moves to reduce Korea to a wasteland and inflict horrible nuclear
holocaust upon all Koreans.

All Koreans should turn out as one in the nationwide movement for peace against war and in defence of the destiny of the nation.

They should further strengthen the patriotic movement for peace against war on the basis of their achievements and experience so as to achieve a decisive success.

They should smash the new war provocation moves of the U.S. imperialists with their concerted efforts.

Whether to oppose the U.S. moves for a war or not is a touchstone distinguishing patriotism from treachery. It is imperative to resolutely oppose and reject the U.S. imperialists' frantic arms buildup and war exercises against the DPRK. A mortal blow should be dealt to the treacherous acts of joining the foreign forces in their moves for a war against the north.

It is necessary to wage a more dynamic struggle to get the U.S. forces withdrawn from south Korea and dismantle the U.S. military bases.

The U.S. forces in south Korea are the root cause of war and the U.S. military bases are a springboard, a forward base for invading the DPRK.

The danger of war cannot be removed from the Korean peninsula and Koreans cannot live in peace for even a moment as long as the U.S. forces and military bases remain in south Korea. The south Korean people should keep the flame of the struggle for the withdrawal of the U.S. troops from south Korea flaring up like an active volcano and develop the struggle to check the expansion of the U.S. military base into the struggle to dismantle it.

U.S. Intensifies Global Nuclear Standoff
Rodong Sinmun, July 19, 2006

The United States has recently taken a measure to improve the nuclear bomb "B 61" and is planning to produce new naval ballistic missiles named "Trident-2." This as a grave crime prodding the global arms race and adding new dimensions to nuclear standoff and danger of a nuclear war, said Rodong Sinmun on July 19. The item continues:

The U.S. imperialists are the very ones bringing the arms race, nuclear standoff and danger of a thermonuclear war into the international arena and gravely threatening and wrecking world peace and security.

The U.S. nuclear and missile policy is a criminal policy which must be called into question world-wide as the most serious matter.

It is a U.S.-style hooligan act to groundlessly label the peaceful nuclear activities of independent countries as "nuclear arms development" and madly kick up the clamor for nuclear pressure and preemptive strikes against those countries, while themselves developing and producing weapons of mass destruction in full force.

The U.S. imperialists are the world's biggest nuclear criminal and chief culprit in the proliferation of weapons of mass destruction and the enemy of peace.

The world will never tolerate the criminal moves of the U.S. imperialists to ratchet up the global nuclear standoff, heighten tension and impose a nuclear holocaust upon humankind.
